A strong title is one that allows the reader to know what the writer is writing about and how they plan to deal with the subject at hand. There should be a sense of direction or purpose in the title so the reader can know how to treat the paper before they even read it. You write one with two parts: an agent and its device. The agent is what it is that you are going to tackle in the paper. The agents device is how the agent is going to be used. ~ M. Nowell
